I think it is a setting on your machine, whether it is a TSF setting in your profile or a setting on your browser.

I still get them.
Out of curiosity I went to check if I got them in the same places as Nifty and I do, I then noticed its the usual pound sign but also, its when an apostrophe is used to shorten words.

You can tell the techie it's a UTF8-Unicode issue

INE Think your rite. Some people post with lots of apostrophes and some people don’t use them at all. Think emoji’s mite be a problem as well.

What's even weirder is, I was going to comment that you have used apostrophes and its OK but when I hit the quote button the symbols appeared in your quoted post. I don't know if they will disappear once I post this.
