Green - good rep

Most 'newbies' (at least those with <50 posts) have 0 rep power and so are incapable of giving out bad rep, if that helps narrow the field of suspects somewhat constable.

Apologies, in reading the 40 odd other posts in this thread I forgot about the first question. The answer's no, as far as I'm aware, I'm not even sure a record is kept once a comment drops out of the most recent 5.
Apparently I have 46. My last entries are three green and one blue, though I must admit I have no idea what that means!
I must say rep points do not concern me a great deal. If I like or dislike something someone has said I will reply to their comment. To give negative rep to me is tantamount to saying their opinion is invalid, while to give someone positive rep is to say they know something that you didn't, which is something we can all say about each other. So none of you will get any rep from me, just more ramblings in response!
I have 15, (would be 16 if not for the phantom negative repper).
I've dished out a few positives, mainly for posts that i found useful, interesting or just whenever someone had put some effort or thought into what they are posting.
I think its a good idea on the whole, and I guess the personal rep figures that some people have declared above, do seem to fairly reflect their 'reputation'. However, with the site owner apparently giving himself a mega Rep Power of 10, and way over what even the likes of Statman and reverse side have earned with their mega contributions, it does arguably devalue it a bit.
Although ofcourse as it is his site, and his rules, and he has made the whole thing possible in the first place, he can do whatever he likes.
(sorry if this is foolish of me to dis the site owner like this, (hope he doesnt take offence and ban me if he sees this ))

I think our old admin had huge rep power as well, probably just a default setting, though it's worth noting that rep power is quite different from reputation itself. An older member, ferret, has the highest reputation on the board (though to me that's a bit suspect, he was active at the same time as reverse_side and not nearly as strong a contributor). You can sort the member list by reputation (here).
Never seen blue rep before though Statman, maybe that's from Curtis? Anyway, however much you have is well deserved for the work you've put in here. I would agree that rep should never be given simply for agreeing or disagreeing with someone, it's more about rewarding helpful / informative / interesting/ well-written posts. I've given positive rep to people for articulating a good argument, even when I disagree with their position.
Never given out a negative as far as I remember, though I'm not really opposed to the idea (just seems to be that whenever people cross the line here they do it so spectacularly I end up banning them instead ).

I thought rep points and rep power were the same thing, for example 10 rep points = 1 rep power, and 20 points = 2 rep power etc etc ?

Not quite, rep power is the amount of influence a member has when he/she gives out reputation, it's based on some slightly complicated formula involving amount of time spent on the board + number of posts + reputation itself. Curtis's high rep power only means that when he gives out reputation, it counts for a lot.
