No option to private message

Whenever I try and send a private message I get:

PhilC, you do not have permission to access this page. This could be due to one of several reasons:
Your user account may not have sufficient privileges to access this page. Are you trying to edit someone else's post, access administrative features or some other privileged system?
If you are trying to post, the administrator may have disabled your account, or it may be awaiting activation.

Any help? I was told that you have to have had posted 10 times in the forum which I have done...

As you said you need 10 posts to PM - this is your 10th post - so maybe it will work now.

No, still doesn't work. I already had 10 before I posted that as well...

you have to be patient the servers/databases all need syncing, etc etc.
