    Is it the responsibility of the "Player" or "The Referee" to nominate that the player is totally snookered?

    The players. Failure to declare a total snooker is two shots unless a legal shot is played.

    So, if you don't declare a total snooker when it is one, but hit the object ball and then hit a cushion, that's fine.

      That's not entirely right Giggity. It is the player's responsibility to initially claim a total snooker, but the referee has to confirm that one exists.
