On my table Riley Diner circa 1910. From the slate to the middle of cushion is 1 1/4 inch.
My balls are 1 7/8 So I reckon about right.

If your table is not designed for regulation sized balls, it's probably because it is a children's quality table. Measure the height of the point of the cushion from the bed. If it's about 1 1/2" (give or take a couple 16ths), the table is designed for standard sized pool balls. If it's closer to 1 1/4", chances are it's a child's table designed for smaller equipment.
