Pro Cup balls are much better IMO- yes they take a little while to get on with reaction etc.... but altogether you seem to get a much more consistent bounce off cushions, using side so on.... Most County pool set ups are using them for A team games, B', C's and Ladies are going to be once clubs buy enough sets.

Pro cups definitely heavier . I use Pro cups for every Tuesday match ( Afford ) and I use Premiers on Wednesday , although Pro Cups are an option for the matches . I know that we are using them at county level and for every IPA , EPA , Interleague match and they have been for years .I believe that they will become mandatory in my local leagues , for all levels , when the pubs can afford them. Pro cups react differently to the Premiers and I believe it is a combination of the weight difference and the consistency , weight wise i.e. more uniform. The Pro cups react more like snooker balls and are more predictable than the Premiers and take more time to adjust to , although once mastered stun , screw and reaction off cushions is more predictable .

Tend to agree vis break . I have team mates who cant break with the Pro cups but are fine with the Premiers . Personally I have tried to tell them that tip speed is everything rather than trying to put your whole arm through the break , all that does is lead to mis cues if you let your back hand drop. My break is usually within 9 " of the left hand side rail , open bridge , top or second ball down , with a stroke length of maybe only 12 "-18 " max , with a 12.5 oz cue , with a 9.25 mm tip and I can easily put 8 + balls up past the middle pockets and dont often " dry break " . I see league members using closed or " loop " bridge , nearly hitting the lamp shades on the follow through , power breaking top ball and ask myself " why ? " usually with a wry smile on my face.
