If you do think of putting rats in a fish tank one point to consider. What are you going to put on the top. Bear in mind rats can chew through metal drain pipes.

also, can you keep fish in a rat cage?

Also other questions you need to think about are:

1) How are you going to get a water bottle in there?
2) If you do get a bottle in, how are you going to stop them from chewing through that?
3) You will need a toilet area, so getting a tray and some cat litter. Where will that go?
4) Depth of cage? They will need at least 3-4 inches of sawdust or hay.

okay I think the better option to put in this tank animal wise baring in mind its 6ft by 2ft by 2ft is 657 cats, 1246 fish, 96 ferrets, 2 dogs, 24 snakes, 2 elephants, 95365 worms, 2 sharks, 745 monkeys, 349 kangaroos
