... It's simply to add the text 'ICE' in front of a person in your mobile's phonebook you'd like to be rung if you're unable to talk to the emergency services after an incident. If you've already agreed with someone that agrees with being called, the paramedic/police officer etc can retrieve your mobile and quickly find and ring your next-of-kin for example.
