The plot thickens. UEFA have said that if the France Italy game finishes in a draw then they won't be going to penalties (as it would only decide who finishes bottom). It's hardly fair that in one circumstance they use penalties and in another they use the coefficients. Now they are just adjusting the rules to suit as they are going along.
These sort of situations will always crop up in a group of 3 matches - why not make space in the schedule for an extra game if teams cannot be separated after their 'head-to-head' result then goal difference.
Here are the regulations. There is even a reference to 'average number of away goals scored'?

What an embarassing display from Romania. quarter final up for grabs, playing like they were relegated. Holland played like in a friendly match and strolled to victory. Group of death, but who would have thought Holland having a 100% record, and 9-1 as goal difference. Quarter final just one match, so toss of a coin.
Italy might sneak the title though, they have done it before after first round poor performances.

Yes, it can go either way, though Russia having a playing style of football could suite Holland as well. Anyhow, we are always in the semis as their coach is dutch as well. . Hiddink is really an amazing coach, Qualifying with Australia for the worlds (not doing that bad) and now bringing russia back again. Chelsea picked the wrong coach.
