I dont know too much about blackspin but if the current ferrule is 8.75. I very much doubtit can be used again unless shortening and retapering.
The blackspin/any ferrule would need to fit the size of cue when cut.
Yes your right, as you said its 8.75 and after shortening cue if its leaves the cues as a 9.2 tip then the blackspin would be to small, a normal brass ferrule would be the way to go, i should read post's abit more
