Usually you need more than 10 posts to gain extra fu8nctionality on the forum, including uploading attachments.
But you can use sites like Photobucket and link the pictures image to your posts.

once you get 10 posts then sometime after, not entirely sure when, but it is not an instantaneous happening patience
