What sort of scratches? Are they the ones caused by the knife blade on the ferrule that aren't fully removed by the wire wool or are they a 'brushing' effect from the wire wool? When I did it I used a reasonable amount of pressure with the wire wool on both sides of the ferrule and rotated the cue. It may of course be differences in the material properties of the brass of the ferrule...

Put it on the tip , not too much pressure on it. turn it around the tip few times and the job is done.
My brother also Carry one of those in his cue case and treat it like his own child .
Is the best imo . Gonna save u lots of trouble .
