I use the wire wool too, or sometimes 2000 grade wet and dry sandpaper

Also, try a new 5pound note as they are made from very fine and stiff linen. When I re-tip my cue and sometimes put a few scratches in the ferrule I use very fine emery (1,000 grit) which also flattens and shines the side of the new tip a bit.

However, you must be careful to not have the emery go below the ferrule and scratch the top of the cue as then you'll have a lighter patch right near the ferrule which may be distacting if you look at the tip at all in your technique

When I polish my ferrules, I use wet and dry paper in increasing grits 2000, 2500, 3000, 4000. I also use 1000 grit if there are any scratches Around 5 minutes with each grit in one direction.

Here are some ferrules I polished using this method.
