I believe this tip tool is sold by Joe Porper for trimming off excess tips. Just make sure you get the blades from Joe Porper as once they become dull they dont work too well, and it is not easy to get repalcment blade. I had one of these years ago and it took me a long time to find the blades.

quick update..
