Would using 1000 or 1200 be able to polish the ferrule?
Not to a smooth polish, no. You would still have lots of small scratch marks although it would be a lot cleaner. And be careful as constant use of sandpaper will eventually reduce it's size, hence the recommendation to use 2000 or above. I do use a bit of 1500 to get any glue etc. off but as soon as I'm down to just brass I move up the grits so as not to start wearing the brass down too quickly.
ADR: As mentioned by you, you told me to cut the 14mm Kamui tip into half and then stick it onto my cue. How do you cut the tip into half? Its rock hard and I'm not even on the halfway mark.
