I found this link on tip selection, looks like it's more for american pool but the comparison chart could be helpful. Elks, bd and talisman are listed.

its drivel - you can't put a figure on it (also who makes up their own hardness scale!) - if you check an entire box of elks you will find tips from all over the scale. it is possible to select the hardness from the box with practice.

I have a box of elk's with me already. How would I go about selecting a good soft tip from the lot?

its experience really but you try and squeeze between your thumb and forefinger.

Drop them onto a hard table a few times, you should be looking for a consistently higher pitched sound. Difference is very marginal.
