How about the following specifications:

58" 3/4
shaft: Ash
butt: Ebony
butt diameter: 29-30
tip: 9.5
BP: 17

1. What weight is recommended 18 or 18.5 or 19 oz?
2. What is recommended is the shaft join? 15 or 16"?
3. Should I buy a stiff/strength cue?
4. In general does a veneer coating feel sticky?

Nobody can tell you what’s best, you have to go and try before you buy! It’s the best way!

As a rough guide the cue length is usually around your shoulder height... weight, ash/maple, ebony butt, tip diameter is all personal preference!

I would avoid varnished cues!

It is difficult now to try cues but if you can then great.

That aside people can only give you their personal advice as to what is right but you may pick their cue up and hate it.

As for coatings (which is again personal)., the majority of decent players prefer an oil finish with a few liking the oil wax finish and nowadays a lot of cue butts being finished with a light resin with some being resin coated and then waxed.

There are so many various finishes.

I prefer a cue that has a nice oiled shaft that is super smooth and a butt that isn't sticky but has a reasonable grip. I get this by using a decent oil on the shaft and a resin sanding sealer on the butt with an oil/wax mix on the top surface on the butt polished like mad so it is nice and smooth, has a decent shine and grips without being sticky.

A stiff /semi still shaft is also popular in recent years as people concentrate more on cue specs and data but the shaft has to have some life in it!
