i always had a doubt,can a stiff cue be made whippy by altering something in the cue or vice versa.perhaps some of our cuemaker members could answer this question

it seems that whippiness or stiffness is matter of elasticity of the material used for the shaft. Maybe a stiff one would feel whippier if you'd make it a bit thinner. But I don't see a way to stiffen a whippy cue.

I think Trevor once talked about this in one of his posts.

I believe he said that by making a cue slightly thinner towards the tip, (i.e. reducing the tip size), it could actually make the cue less whippy.
