Try a very little amount(just a few drops) of washing up liquid in tepid water. Wipe with damp cloth, this will remove the build up of chalk and grease. BUT REMEMBER TO DRY IMMEDIATLY.
There are some products available to remove severe build up, rather than sanding or steel wool. I will try to find the product and post reply, but it is like a powder chlorine and you put a small amount again on a damp cloth and the results are immense. I used it before on my ball cue, it came up like new.
I believe some the JML magic erasers should work. If your worried about getting the cue wet some alcohol can be used to damp the pad. Haven't tried it myself but i know a few people that have done it like that.
