The best way to rate how good a cue is, is by personal preference. Burroughes and Watts I believe were one of the best cue manufacturers. Their cues have stood the test of time and are still sought after. They tended to source the best available materials. Cue shafts in the Burwat Champion range were predominantly made from ash, although maple, hornbeam and possibly pear wood were used. You could commission the making of a cue from Burroughes and Watts and could have whatever material (within reason) used in the manufacture. Cost would have made this option feasible but inprobable, so people would have purchased what was available in the rack.
Other cue manufacturers also produced a range of cues. Dave Smith in his web site 'cues and views' provides an excellent point of reference in outlining variations in cue manufacture and approximate market value.
The scarcer cue can command a high price. A Burroughes and Watts Ye Olde Ask Cue recently fetched 750 pound on a well known auction site.
Some cue manufacturers also carry a number of the 'older' cues that were taken in part ex against a new cue. Cues are a personal item. If at all possible try a cue out before you buy it, to see what you prefer.
There is no definate answer to who makes the best cues, but price and quality of materials used and reputation tends to be a fair indication. Don't expect to get an Aston Martin for the price of a pair of Roller Skates!
