Yep mastercraft. The mini butt joint gave it away a lot, and they are the only people I see regularly offering custom mini butts in pictures.

I think the splice length of ebony from the butt end to the top of ebony should be 20-21" .

I think the responsive aspect of the cue would depend more on the density of the shaft, taper of the cue, balance point, and may be tip size, type of tip...etc. For ebony splice in the 20" or so range the length should not become a determining factor in whether the cue hits dead or not.
