Yes, the butt diameter of a cue can be increased by adding four splices to the butt. Having said that, the increase can only be made from where the 'four new added' splices meet at the base of the 'new' splice fingers. The reason for that is because any new splices must be finished into the existing butt, so where the new splice timber meets the ebony of the existing butt, there can't be any increase in diameter.

So for example, if you were to add a set of four splices, perhaps 12" in total length, with the fingers of those splices being 5" long, then the only increase in diameter would be in the last 7" of the butts length.
