maybe you could ask a family member to use their card instead and you pay them the money?
not too sure why paypal would say its high risk, someone else might know
If practice makes perfect, and no one's perfect, then why practice?

Why....so hard to pay. why my payment is high risk?
And another problem is my Paypal maybe can't complete the payment.
If is true,my payment will stop.
        My cue....

I guess you just have to let Paypal verify your status. I come from a high fraud country and I had problems initially but after they had done the verifications (which took ard 2-3 days) Paypal is just superb.

I don't mind paying a little more as they protect everyone's interest.

        hang in there.

Sorry to hear that...and that's why i always suggest my Mainland Chinese friends buying cues from retailer, even they mark up a lot.

              PAYPAL
When I want to pay they said
Sorry, your payment won't go through. To make it work, you'll need to add money to your account and pay with your PayPal balance.

When I want to money to my account, they said
Sorry, now don't support to add money to account.

                人家头一次买东西就搞成这样,连个卖家都联系不到,能痛快么,还有那个贝宝,虽然说你觉得不错吧,但是对中 国用户真的很难用。
Hi! I do understand your feeling~~~~~
I purchased 2 cues from UK, both paid via Paypal, no problem.
Do you receive an email invoice from Paypal after you confirmed your orders ?

。。。。我哭!

Why you need to add money into your account ????
                    I did not do that!!!
                    What I did was.......
I registered paypal with one of my credit card.
When I receive the Payal invoice via email from the seller, I just need to click the link provided in the email & confirm the amount, delivery address etc........ done.
They will just charge to my registered credit card.

                    你的有点怪怪~~~~~~~~

If you are really interested in buying the cue. Just arrange an international bank transfer or bank draft.

                      I really don't see what's the problem.

Just be patient and wait another week for the paypal to approve your credit card... else you'll have to travel to England to buy one... Or instead go to Hong Kong to open a bank account... haha...
