As others have said.. Sandpaper, then finish by burnishing the tip with some cardboard.. This helps the fibres of the newly sanded tip smooth out.. Give it a try man, it works well..
i never leave the house without an emery board in my cue case.
any chemist does them, think they are brilliant.
also took one of the gfs nail buffers for bit of buffing up the rough bits, but not too much, dont want it too smooth

get reasonably fine sandpaper for shaping the tip then emery paper grade p1200 for finishing off the edges and getting rid of any roughness on top, dont sand back and forward on the tip surface, only use sandpaper in a downward motion without too much pressure
