Does anyone know how or what device say Parris, White, H&O etc use to shape the tips they put on and where can I get one.

Use a small piece of sandpaper ( folded over ) and gently rub down over the tip, turning the cue... Follow this up with some cardboard to burnish the tip to keep the fibres contained and around the edge. There are many ways to burnish the edge, some people use a £20 note ( I'm skint tho! ). Very fine wire wool to finish off the ferrule and keep it shiny.
Repeat this process until you are happy with what you have... This is my pro granite yet to be played in:

Does cleaning the ferrule with wire wool make you play any better?
After a few years, you will be needing a new ferrule. My cue never had anything other than some sandpaper on the tip and a slightly damp cloth on the shaft in over 30 years. Sandpaper never, ever touched the shaft and it has never been oiled since the day it was made.

Make me play better? Mmmmmm... I feather very close to the white and depending on the light from the table, I can see how close I am to the cueball while cueing... it helps me prevent touching the white ( although that still happens now and again! ). May sound silly to a lot of people, but it helps me with my timing.
