There is James Butters, but i dont think he takes orders, just makes what he fancies and puts them up for sale on ebay.
Watch out for them from ebay name joolsbrorunner

Strange there aren't loads of Jocks making cues. I've been trying to find out for a while now about a guy in Fife who makes cues. No success so far. Very secrative perhaps?

He seems to be a "hit and miss" - ie if the splices come out all perfect then he puts his badge on them and they sell for around £150 ish, but if not perfect then he leaves the badge off and they sell for around £75 ish. Only heard good things about his cues, i used to have one (no badge - so splices a bit haywire !) and would have kept it but just too light for me

He makes very good cues, he also finishes them nicely. If his specs suit you, you absolutely cannot get a better cue for the money.
