I would never use steel wool on shaft of ash cue as it will open the grain, instead use some 1200 wet n dry. can use 0000 wool to clean and remove scratches but the pictures suggest less than 0000 grade. Also the cue must be sanded/rubbed down in an up and down manner not bu turning round cue, this is how you mark the wood."Don't think, feel"

I would Never Use Wire Wool on Shaft!!!
I was talking about Fine 0000 Wire Wool on Ferrule....Althou as I said Previously I Normally use Very Very Used Fine Finishing Paper on Ferrule which leaves the Ferrule Loverly.
Like Andrew said looks more Like Barbed Wire Been Used!!

Just on this subject I've been told you shouldn't clean your cue with a 'damp cloth'
as this affects the wood, ie water can get into the wood etc....And to clean your cue
shaft of grease and general dirt/chalk you can use the very fine wire wool (grade
000 or 0000 ) Anyone know of this or have different procedures. I'm talking about
the wood here not the ferrule.
