Read ADR's guide a few times and you cant go wrong with what is written.
Mike also has a decent overview of tips and his tips, which are very good.
http://www.handmadecues.com/extras/10-introduction.htm (click the tip options on the side).
Basically the difference is hardness and whether you can get a good one.
The think to remember is a tip is like a cue, it is very personal and not everybody suits the same cue or cue tip.
If you are unsure, contact ADR or another dealer and buy a few elks, few blue diamonds etc etc and see what you prefer.
