I got a snooker cue for Christmas and was playing with it the other day and it turns out the sides of the tip are *really* rough and were even grabbing fibers of my friends pool table cloth so it became hairy looking. It doesn't look at all like the tips at my local club on the house cues. Is it just a poor/dummy tip that comes with a new cue that I should replace straight away?

It depends on the cue brand, if it was a custom cue or a budget cue, etc.
It does sound though like a cheap tip put on there, as you say a dummy tip, and should be changed straight away.
You could try filing it down and giving it a bit of shape but probably would be better to replace with a brand you know and trust.Up the TSF! :snooker:
