Slim Cue Butt

Hi Bros. I would like to know is the cue butt size play an important role whether the cue is powerful or not. Lot of people told me that a cue butt which is too slim, around 28mm, not powerful. But i'm not really sure. Anyone can clarify this ??? Thank you.
