Maybe this is the problem, might be too much to smooth out, and yes you have to apply force
Put a pic up of how bad it is

this may be wrong but.......

if it is a chip out of the cue it will not work. dings and dents work because the wood has been compressed and the heat and moisture make it expand back to its original state.

Yeah its a chip off. I thought this considered as a "dent". Haha. I think I got this while using the rest at the usual snooker place I play at.
