Try Maximus cues of Thailand. A very good up and coming cue maker that does cues to suit every budget. Need to find them on facebook as they don't have a working website at the moment. You can see all their work too. A few Thai pros are using their cues so they are the real deal.

You won't go far wrong with mastercue in thailand, you'd be better getting it from thailand due to your tight budget! Maximus I haven't heard of but maybe worth a punt...

for this budget, a good place to have a look is Green Baize, with Stu Green who is very knowledgeable and helpful.

I've been watching the chinese youngsters in Chengdu and wondering if they're not using full size cues, would a 57 be too awkward?

I believe Stu can arrange for some alterations but I forgot about your short-cue requirement, this may be out of his scope but a quick call to him would not hurt
                          all the best

I've ordered a second playing cue(maybe first if i like it) from mastercue after recommendations from people who have played with them, and it's not standard spec, but stu from greenbaize is dealing with the order with ukrit from mastercue, obviously being made from scratch as i'm needing it 59inch, so maybe an option for you if all else fails, but you may get a very good deal with maximus if they're not an established cuemaker yet...
