      Definitely not painted mate. They're genuine splices, I've seen quite a few of these cues with different splices and although laquer finished are decent quality for the money.

          They call it Vietnam Dalbergia apparently... I ordered a cue just like this one, and although the black (ebony) is painted on, the "Vietnam Dalbergia" is not painted on.
