They all tend to have preferential rates based on their account sending a high volume of packages through it, they charge us a slightly higher rate than they are charged which in theory covers their minimal costs and accounts for profit.
The one thing I am not sure on is whether they negotiate the rate based on fulfilling a forecasted number of dispatches, if so and they don't meet their forecast their billed rate increases therefore the rate they were charging the public was less than forecasted and wipes any profit and possibly creates an operating loss!
This is only an educated theory though.
