If it's a single splice of wood over Ash, and the butt wood is heavier than the Ash, the weight needs to be put lower down in order for the centre of gravity to be in the middle of the cue surely?

There both hard woods. I don't think that frictional difs in wood weights would not show like this and the 4.2oz led weight was set south west of the splice, 2mm from the center of the cue.
There is no excuse for a professional cue make not to hit center every time.
