Advice please

i have been trying to find a cue for a friend who has just started playing. he only has a budget of £50 for his first cue. i have been trying to find him a cue without the lacquer. i emailed one of those chinese cue sellers on ebay and they said they finish their cues with water borne products. does anybody here know what that is?

i also want to ask what would be the best cue he could get for that money as i know its not much for a cue. second hand or new, dosnt matter
