Yesterday I bought this cue on ebay using the buy-it-now option and paid instantly, and moments afterwards the person told me that they had a lot of interest, and that they were refusing to send me the cue, as someone was going to pay them £100 more for it on Monday.

I warned them that I would give them negative feedback if they refused to send the cue. This person had a new account, no apparent feedback and delayed paying back my money until I finally threaten to inform ebay later today.
I suspect this person may have been trying to collect money from doing deals outside of ebay from other potential customers, and hence could be a scam?
Today this person despite claiming they knew nothing about ebay or giving refunds etc, opened another account with ebay just 24 hours later, and is advertising the same cue again under another name with zero feedback?

If you are interested in buying the cue outside of ebay, then my advice is to proceed with caution !!
