I believe the idea is to place some reds around the black in a semi-circle and then try to cannon each red in turn from each side of the black balls by first setting the black up for a 3/4 pot into either pocket and using the top cushion. What I've found, even with myself, is players will tend to use too much side.
Next, with a little smaller semicircle place the cueball level with the black for a 3/4-ball pot the other way and directly cannon the reds. This exercise teaches cueball control very well. If you fail to pot the black then re-set the same shot and try again.
Nic Barrow uses a slightly different method using the blue ball. Set up a 3/4-ball pot on either side of the blue, pot into middle and try and land the cueball on the brown and pink spots. Next level is to place some reds beside the pink and brown spots and try and cannon each red directly. As the distances are a little longer this exercise is slightly harder than the black exercise, but it also teaches good weight control as the idea is to just touch the reds on the cannons.

Thanks Terry. If you were to draw an imaginary line from the black to each of the reds in the semi-circle that's supposed to look like a fan and hence Jim's name of "The Fan System". If I could find a picture and post it up it would make things nice and clear. A picture paints a thousand words!
