I have been looking on eBay at old cues and noticed that some do not have ferrules and wondered what is the difference when playing with and without and also does having one fitted does that have a big impact on the value of the cue

Simple answer...there would be less weight at the end of the cue and therefore less throw however the top of the cue isn't protected and a bad mis-cue could damage the cue.
The best compromise is to have a thin-walled brass ferrule or else a black fibre ferrule and you still have less weight at the end of the cue but now have the top of the cue protected
