No such thing as a best cue really and if you read upon a few threads you will come to realise that many cue makers have very lengthy waiting lists if you are looking to buy direct from them or brand new.
For me your best bet is to get in touch with Stu Green at Greenbaize. He has a number of different branded cues in various sizes and should be able to sort you out a cue to the spec you used before. Right now he has the best range of cues in the country bar none, and even better if you could get up to his shop but as I see you live in Luton that is probably not an option.

i would stay away from a tip of 8.5mm in general look for a cue within the range 57-58" long 17-19oz 9-10mm

I agree with Andrew that 8.5mm is too small for snooker so 9.5mm would be more appropriate. For £250 you could just about afford a GBL but only just as their prices has slowly increased with their reputation but personally I would get a Phoenix cue from craftsman cues in kippax Leeds. They are amazing cues and you could get a plain ebony Phoenix cue with both extensions for £21177 in a match, 97 in a line up

TRY BEFORE YOU BUY. Check out www.franksandellcuesport.co.uk. A drive to Worthing may seem a long way but at least you will know what you are paying for.:snooker: F.

I agree try before you buy if you can, but for your budget Andy Travis will make you one to your own specs, I'm sure he's around that price for a classic ebony one, and he has a very good reputation, do a search for his cues on here, if not ADR is bound to have something nice in that price range, with no waiting time, good luck. This is how you play darts ,MVG two nines in the same match!

I'd recommend Reg Wright www.wrightcues.co.uk Reg recently made me a custom spec classic ebony butt ash cue. Quality workmanship and a beautifully balanced cue. Price was £270 inc 6" mini-butt & delivery. Am so pleased with it i've put pics on the web:
