My main playing cue is one of Jim's that he made for Fred's fund, and I have followed his progress as a cue maker on his blog and seen some of the finest looking cues as he is always posting pics of ongoing projects, including this very cue if I'm not mistaken?
You will not find a nicer guy to deal with, but you have to appreciate that by his own admission he is not a professional cue maker and his cues are all hand made, I know my cue didn't end up exactly the length I expected, but Jim checked this with me and even refused to take payment until I was happy with it.
My advice to any one considering using a hobbyist such as Jim, would be agree a price, set your tolerances, and just be grateful for the time and effort they have put in, as they rarely turn a profit when you take account of wastage along with other set up costs.
Re your other points, Jim can take a while to get back to you, because he isn't running a business and has a life, Paypal took your money not Jim, and as for the baw bag comment it would appear to be a fair assessment given your conduct?No one is listening until you make a mistake!

lets see if im getting this right
someone buys a cue from someone on here who makes them as a sideline
maker ships cue out
buyer not exactly happy with overall finish of cue
maker offers to "fix" cue to make it more suitable
buyer comes on here giving it all sorts in some sort of foreign half english language
forum members jump to makers defence

buyer still unhappy even after refund as of postage (name me 1 company that refunds your postage if you send something back.... ive just sent a very expensive camera lens off for repair to the maker due to it being faulty within 3 weeks of purchase - had to pay postage!)
3 lambs sacrificed to john parris as a sorry for every calling anyone else a top quality craftsman making cues.

Am not jumping on your back mate you have your own thoughts on your experience with Jim but can a ask you if the cue you asked Jim to make you came back exactly how you asked in spec and you was happy and some one els gets a cue from Jim out of spec and goes on and gives him a bad reive would you think it's fair ?

Like ive said if jim wasnt such an ******* to me id not have done this i would of jus put it down to bad expirience coz i understand it czn happen mistakes are made like when his drill sliped when badging and he had to put single front splice on i understood and accepted it coz we can all make mistakes but he was a dick to me and he could of done a friends payment through pay pal like i did when paying then nobody gets charged fees!
