Maybe but to some that extra 0.3mm can defiantly be a factor, just like 1/4" or 1/2" can make on the length of the cue
I am due to start working with a client who quotes this as an issue and feels that with a 9.25mm tip he puts unintentional side that we doesn't get with 9.5mm. I question this as I don't see 0.25mm causing that problem, it will be a cueing issue.

i personally advocate to get a 9.75 to 10mm tip for players who are not elite cueists as they are most likely to impart unintentional side to the cueball. This would mean more missed pots and result in all kinds of setup queries.
Most people also like to follow their idols who uses smaller tip sizes, especially 9.5mm. Top players are able to play with smaller tip sizes as their cueing setup is almost close to perfection and they have been playing and practicing all their lives to maintain their straight cue action.
Took me ages to find my cue, I remember trolling ebay for days and nights and found some gorgeous cues only to read the description to see most tips were 9.5 and under, and the funny thing was they were asking silly money for these cues especially for those under 9.5m and imo any cue under this should reflect the price massively
