The damage below the ferrule looks like a cue that's been put on an angle and turned in a hollowed out piece of chalk.

ive referruled many cues like that and without loosing any length of the cue you could put on a longer ferrule to cover that, depending on the cut of the dowel you might need a slightly thicker wall ferrule or come down from say a 9.5 to 9.25. mask and were possible iron out the dents, then blend it all in and finish off
