Someone has committed a crime here. They should be arrested. If you ever think of selling it get a brass ferrule or even a plastic one put on so a normal tip can be used.

Try the hot pin test heat a pin and see if burns a pin hole in the ferule if it does not the its ivory as it will not burn at that temp.

Could well be ivory. Is it cold to touch? Maybe bone. Don't knock it. I don't recognise the design but have one on one of my Mannocks which is original. Its a different design but I like it from a collectors point of view. This could be quite rare. F.

To me that could well be original to the cue, and as said above I like it, it's different and interesting.
This is how you play darts ,MVG two nines in the same match!

I'd agree with that. Wouldn't like to try and put a date on it though. Pre-war (1940) for certain, but wouldn't like to speculate just how early.

Question for you, if you wanted to use; from the looks of it you could cut off the thread, flatten smooth, and glue modern tip to it?
                    so keeping the ivory/bone ferrule.
does modern glue work well with ivory/bone enough for tipping and playing?

Why cut off the thread? Just put a tip on the extension and screw it into place, which is how it was intended to be used. I'm sure that modern adhesives are just as effective on ivory as the old glue wafers.

ah I see now, the first photo shows this extension from the top, so the female joint is underneath.
                          yep just tip that then
