I think the walking stick/ swagger cane theory is feasible. It could also be from an early miniature table kit or even used for the bagatelle game. It is not a mace. The other cue is just a non-entity and as 100 upper says may well have been used as a rest shaft. To see mace picture try www.franksandellcuesport.co.uk/memorabilia. F.

I also would say it is not a mace (no flat), when I first saw it I had a recall of a pool player and his cue I used to see in the league many years ago.
This player was in a wheelchair and the cue was a normal cue cut down and he had added a wad of tape to the butt end as he would play with the wad inside the cup of his palm at a very outward angle to the side at just below shoulder level.
He was a very good play as I recallUp the TSF! :snooker:
