Do splices have a function in a two piece cue?

With the modern two piece cues of today are the shaft splices purely decorative / traditional. ?

I was thinking they sort of help the balance by blending in the transition from ash to ebony but I've a couple of 1/2 jointed cues here where one is all ash with weight added and the other is 3/4 ash and a sorta plug joint into a painted ramin butt. Both are basic cues but their balance seems fine to me.

Yes, it's a decorative effect really, in keeping with the appearance of more traditional one piece cues.

There is practically no weight gain from the shaft splices on a three quarter cue.

There is a more or less correct point of balance on a cue (give or take a little) but to be truthful, it's personal preference.

As I understood it, the splices are designed to stiffen the shaft and control the amount of "whip" it will produce.

Perhaps yes, but the question was referring to modern split cues.
