Lucania started as the South Wales Billiards and Recreation Company, in the early 1900s, and the change in name came about when they bought the interior furnishings of the RMS Lucania, which sank at its moorings in Liverpool in 1909. It was immediately decided to rebrand all of their billiard halls "Lucania," and they made a point of installing a piece of the furniture which was originally on the old ship in every hall. Maybe this is one of those pieces? Perhaps the captain's own cue? The speculation for an eBay listing is endless
The chain of halls was most prominent between the wars, and eventually became part of Barry Hearn's empire. In 1982 he sold 16 of the 17 remaining clubs to Riley Leisure and they would all have been renamed at this time. It's likely that a lot of cues, and other items with the old brand on them, came onto the market on the changeover.
The club kept by Hearn was Romford, which was, of course, famous as the base for Steve Davis. Maybe this was a rack cue that he could have used himself on the odd occasion? Damn, I'm getting good at these eBay descriptions!
