i suppose it would look like this, and if so the coned end is outside of the taper so on contact with the white i see it as resonating outside of the cue. this would feel strange and very different to using a mushroom tip because the edge of the tip is over the edge of the ferrule and therefore that vibe evaporates on impact
To be honest, I also have my doubts about the playability of this kind of FRL. But you never know !! I think the chance that FRL remains tight on the cue is not that big !!!
All I do with that for smaller tip is slightly taper ferrule say from 9.5mm-9mm
I've seen it done that way Jim on a few cues, and you can hardly notice the taper. Which is why i thought it may work in reverse. Perhaps trying for a full mm is a bit extreme, but if it's possible to increase by .5mm without altering the playability of the cue, then I think it could be a cheap viable way of rescuing a few cues off ebay that have been butchered by pool players!
