Forgive me this may be a stupid question. When a seller says for example 9.9mm tip, is the ferrule this size or the tip itself? it's hard to tell if any tip overhangs from picture.

It would mean the ferrule size, even though people state it as tip size.
My son is just learning to play and using a 11mm tip. This is due to my experience of bigger tips being easier for starters to get the hang of and get used to potting balls without accidentally putting side on the cue ball. As he gets better and wants to start playing shots that are not dead centre of the cue ball he will probably change to a smaller tip. A lot depends on what you are used to I guess.
