sand to get a "key" for the glue
some even score the bottom a litlle before gluing, if you do this ensure you only score in the middle of the tip-face and not to the edge, else you will have to sand down again
Sand glue side on a flat surface untill no print is left, give the bottom of the tip a light burnish rubbing it against a smooth table top, make sure you've removed all the old glue and leather from the ferrule and check the ferrule and tip fit tight before adding your glue, superglue gel is best, apply a small even layer of glue to the ferrule then place your tip as central as you can, once you're happy with the position push down firmly and keep pressure in for about a minute before you attempt to trim and shape it.
